"Five top conspirators in the 9/11 terrorist attacks will face trial by military tribunal instead of federal civilian court, Attorney General Eric Holder announced Monday while protesting that Congress forced the decision by forbidding Guantanamo Bay detainees from entering the United States.

Members of Congress, on the other hand, largely cheered the reversal of the Justice Department decision made in November 2009 to hold trials in federal civilian courts for Khalid Sheikh Mohammed (KSM) and four others imprisoned in Guantanamo Bay, Cuba."
